The Council of Ministers of 7.VII.1939 with the charitable purpose of collecting sums to help the victims of the flood in the Sevlievo and Tarnovo districts on 28 and 29.VI.1939. The overprinted new nominal values ​​(before the plus) served as postage, and the amounts of the overcharge (after the plus) were allocated to a special account to help the victims. Due to the high sales values, not enough interest was shown in the stamps and they were almost not used for pasting on correspondence. There is information that at the end of XII.1939 the series was withdrawn from the post offices and the unsold quantities were handed over to state institutions - banks and savings banks, for pasting on fiscal documents.
